And Westlake, Rollingwood, Lakeway, Bee Cave, Steiner Ranch and Belterra get marketed as “Austin” but are separate jurisdictions or outside the city limits, with their own permit rules and sometimes a different electric utility entirely.

Austin roofing permits — what's actually required

Austin exempts most residential re-roofs from a building permit. Asphalt shingles replacing asphalt shingles need no permit — unless the property is in the Wildland-Urban Interface area and 50% or more of the roof is being replaced. Roof decking is exempt up to 128 square feet; past that, or on any structural change, you're into a residential remodel permit.

Exempt still means code-compliant. “No permit” is not “no rules” — the work has to meet code either way, and if your home is in the WUI overlay that changes the answer entirely. We check the WUI map before we quote.

City of Austin permit information →  ·  Texas does not license roofing contractors at the state level. Requirements are set city by city, which is exactly why the permit rules below differ so much from one suburb to the next.

We pull the permit. You should never be asked to pull your own permit so the contractor doesn't have to register. That shifts the liability to you.

Solar in Austin: the local facts

Austin has the best home solar rebate in Texas — and it just went up.

Austin Energy pays a $4,000 rebate on eligible home solar projects. That's up from $2,500 as of July 1, 2026 — a 60% increase. To qualify, the system has to be 3 kW DC or larger and mostly free of shading, you need a residential Austin Energy account, the system has to be new, and it has to be installed by an Austin Energy Participating Contractor. There's also a Solar Rebate Quiz you're required to complete before you hire anyone — miss that step and the rebate is gone.

On the export side, Austin Energy does not use net metering. It uses a Value of Solar tariff: every kilowatt-hour your array produces is metered and credited at 9.91¢/kWh, and you're billed separately for everything you consume. Credits roll over month to month and apply only to electric charges.

Some addresses in Austin's ETJ are served by Pedernales Electric Cooperative or Bluebonnet rather than Austin Energy — and if that's you, the $4,000 rebate doesn't apply. We confirm by meter before anyone gets a number from us.

Before you sign anything solar in 2026

Important 2026 update: the 30% federal residential clean energy credit (Section 25D) expired for systems placed in service after December 31, 2025. Any contractor still advertising “30% off from the federal government” on a cash or financed home solar purchase in 2026 is quoting a credit that no longer exists. Third-party owned structures (lease/PPA) are treated differently under Section 48E. We'll walk you through what actually applies to your situation — and we'll tell you to talk to your tax advisor before you sign anything.

Fall is the cheapest time to fix a roof problem in Austin, because you're fixing it on your schedule instead of during a February ice event.

  • Clear the gutters — properly. Not just the troughs. Check that downspouts actually discharge and that water is getting away from the foundation. A clogged downspout backs water under the shingle edge.
  • Look at every penetration. Plumbing boots are the number one leak source on North Texas homes and the rubber collar is usually the first thing to fail — often years before the shingles do.
  • Check the flashing where the roof meets a wall. Step flashing that's been caulked instead of replaced is a repair with a countdown on it.
  • Trim branches back. Anything overhanging the roof drops debris into valleys and gives squirrels a bridge.
  • Look at the ceilings inside. Faint brown rings near vents, in closets, or at the top of an exterior wall are early leaks.

Storm-chaser red flags in Austin

After every significant Austin storm, out-of-state crews arrive within days. Some are competent. Many are gone before your first warranty call. The tells:

  • Out-of-state plates and a magnetic door sign.
  • Pressure to sign today — "the crew is in your neighborhood this week only."
  • A contingency agreement presented as "just paperwork to start the inspection." Read it. Some of them bind you to the contractor if the claim is approved.
  • An offer to cover or waive your deductible. That's fraud, and it's your claim.
  • Large money up front. A reasonable deposit is normal. Most of the money before materials are delivered is not.
  • No local office, no city registration, no answer on who does the warranty work.

What we found on Austin roofs this month

A few patterns from recent inspections around Austin — not to alarm anyone, just because they repeat:

  • Pipe boots at eight to twelve years old on roofs with fifteen years left. Easily the most common finding. A boot replacement is a small job that prevents a ceiling repair.
  • Intake vents blocked by blown insulation. Somebody added attic insulation, it drifted into the soffit bays, and the roof stopped breathing. The homeowner has no idea.
  • Prior repairs done in caulk. Sealant is a legitimate detail in a few specific places and a red flag everywhere else. When we find a flashing "repaired" with a tube, there's usually a bigger story underneath.
  • Hail bruising nobody claimed. Functional damage from a storm two or three years back that was never inspected. Depending on your carrier and how long it's been, that may or may not still be claimable — but you should at least know it's there.
